Harris County Justice Courts Overview
Justice of the Peace courts are the local courts in Texas. They handle Class C misdemeanors, which are fine-only offenses, along with traffic citations, small claims suits, evictions, tow hearings, and other minor matters. In Harris County there are eight precincts, and each has two places, for a total of 16 justice courts. Each court is run by an elected justice of the peace.
This spread matters. A person with a JP case in Pasadena or Humble should not plan around the downtown courthouse. The case sits in the precinct court that issued it. Most JP records and payments are handled through the county Odyssey portal and the JP online services. For Class C matters above the JP level, the County Criminal Courts at Law and the district courts take over.
The precinct system is the key to finding the right court. Harris County is divided into eight justice precincts, and each precinct elects two justices of the peace who each run a court, called a place. The citation, lease, or notice you received names the precinct and place, so check that first. Travel time across this county is real, and the wrong court means a wasted trip. Only an appeal or a transfer would move a JP case out of its home precinct.

How to Search Justice Court Records
The justice courts use the county Odyssey web portal for case and docket lookups. The JP homepage links the main online services in one place. Have your citation or case number ready, since that is the fastest way to pull a record.
- Open the JP homepage and choose Find Information about Cases and Dockets, or go straight to the Odyssey portal.
- Search by citation number, case number, or name to find your case.
- Check the court, the charge, the court date, and the case status.
- Use Pay Your Citation or Apply for Driver Safety Course if you are eligible and not required to appear.
You can reach these tools through the Harris County Justice Courts homepage and the JP Odyssey portal.
Justice Court Online Services
The JP online services cover the most common needs without a trip to the courthouse. They include paying a citation, applying for a driving safety course, and looking up case and docket information. Each has its own rules.
- Pay Your Citation - for defendants not required to appear; paying may result in a conviction.
- Apply for Driver Safety Course - do not pay the citation first if you want a course dismissal, and wait for court approval before you take it.
- Cases and Dockets - search case status, court dates, and docket entries through the Odyssey portal.
Some cases cannot be handled online. Offenses that require a personal appearance, juvenile cases, no-insurance issues, accident cases, and certain CDL matters may need a court visit or extra documents. Commercial driver license holders in particular should not rely on a generic deferral, since federal and state rules limit how convictions are masked. When in doubt, call the court named on your citation.
If a warrant was issued for failure to appear or failure to pay, online payment may still be possible, but the warrant is not recalled until the court receives payment. That can take until the next business day. For warrant details, see Harris County warrant records.
Traffic, Small Claims, and Evictions
Traffic citations are the most common JP case. Most fine-only Class C traffic tickets issued outside the city go to a justice court. City of Houston tickets go to the municipal courts instead. The justice courts also handle small claims suits, evictions, and tow hearings. For deeper traffic detail, including driver safety course and citation payment, see Harris County traffic court records.
Eviction cases move fast, and tenants have a right to respond. The JP eviction notices list legal aid help, including Lone Star Legal Aid at 361-353-8428 and Neighborhood Defender Service at 713-208-5577. Texas Law Help also offers eviction guidance and forms.
Small Claims and Civil Cases
The justice courts handle small civil suits, which makes them the go-to court for everyday money disputes. People use these courts for unpaid debts, security deposit fights, property damage claims, and other low-dollar matters. The process is built to be simpler than district court, so many people file and appear without a lawyer. A party who loses can appeal to a county civil court at law for a fresh review.
Tow hearings and bad check cases also land in justice court, along with certain administrative hearings. Each precinct court runs its own docket, so a small claims case in Pasadena is heard at the Precinct 2 or Precinct 8 court rather than downtown. For civil cases above the justice court limits, see the County Courts at Law page.
Eviction Cases in Justice Court
Evictions, called forcible detainer cases in Texas, are filed in the justice court for the precinct where the property sits. These cases move quickly, and a tenant has a short window to respond and appear. Because the timeline is tight, tenants should act fast and get help early if they need it.
The justice courts point tenants to legal aid for eviction defense. Lone Star Legal Aid takes applications at 361-353-8428, and Neighborhood Defender Service can be reached at 713-208-5577 for qualifying cases. Texas Law Help also posts eviction guides and forms. A losing party in an eviction can appeal, often by posting an appeal bond within the deadline set by the rules.
What Justice Court Records Show
A justice court record lays out the basics of a case. For a traffic or Class C case, the file shows the citation, the charge, the court date, the plea, and the disposition. For a civil or eviction case, it shows the parties, the claim, the judgment, and any appeal. The table below lists the common fields.
| Field | What It Shows |
|---|---|
| Citation or Case Number | The ticket or case identifier |
| Court | The JP precinct and place that holds the case |
| Charge or Claim | The Class C offense or the civil claim |
| Court Date | The appearance or setting date |
| Case Status | Active, paid, warrant, deferred, dismissed, or conviction |
| Fine and Costs | Amount owed, payment plan, or balance due |
Juvenile and sealed details are held back from public view. A crash report is a separate law-enforcement record, not part of a justice court traffic file.
Justice Court Warrants
If a person misses a court date or fails to pay, a justice court can issue a warrant or a capias pro fine. The court named on the case is the place to resolve it. Online payment may clear an eligible case, but the warrant is not recalled until the court receives the payment, which can take until the next business day. Keep your receipt and confirm that the warrant was lifted. For the broader warrant picture across the county, see Harris County warrant records.
Avoiding Court Payment Scams
The justice courts warn the public about payment scams. Scammers send fake court documents, payment links, and QR codes that demand money. Do not click suspicious links or pay through a text or email.
Important: Pay only through the official JP site or the court named on your citation, and verify any case status directly at jp.hctx.net rather than a link sent to you.
